- Chalhoub estimated the GCC personal luxury market at US$12.8 billion in 2024.
- The UAE represented 56% of that regional total in the report.
- The historical estimate covers defined luxury categories, not all retail or Dubai alone.
A large luxury market can make almost any new store proposal sound plausible. The more difficult question is who will buy from that particular boutique, how often and for what reason. Dubai’s role in Gulf luxury makes that distinction especially important.
Chalhoub Group’s GCC Personal Luxury 2024 report, published in May 2025, estimated regional sales at US$12.8 billion, up 6% from the preceding year. It put the UAE’s share at 56%. These are historical estimates for 2024, not a measurement of current 2026 conditions or a Dubai-only total.
The report’s definitions matter. It covers selected fashion, beauty, watch and jewellery markets, with exclusions including secondhand activity and several broader retail categories. Its headline should not be relabelled as the size of all Gulf retail. Nor can the UAE share be assigned entirely to one emirate.
Start with the customer a store can serve
Dunes Bureau’s assessment is that the number is most useful as background for more focused research. A proposed store needs to identify a customer and an occasion: a resident making repeat purchases, a visitor seeking a particular item or someone choosing a gift. Each can require a different assortment and service model.
Location should follow that choice. A destination with a large audience may still be a poor match for a highly specialised product. The relevant evidence is who passes the store, what brings them there and whether the brand can offer something that is unavailable or better explained elsewhere.
A regional growth story also does not remove ordinary retail costs. Rent, staff, stock, presentation and after-sales care need to be supported by the store’s actual sales. Opening budgets should allow time to learn which products earn repeat demand, rather than assuming the market’s size will compensate for a weak assortment.
Dubai gives luxury businesses access to a varied audience, but the strongest proposition remains specific. A boutique earns its place by understanding the customer it can serve particularly well. Regional research sets the context; the evidence that sustains the business is found in appointments, purchases and the reasons customers choose to return.
