At a glance
- DLD’s Service Charge Index allows a search by project, use and year.
- The approved service charge is one component of the cost of ownership.
- Compare the services delivered, recurring expenses and likely maintenance needs.
Two apartments with similar prices can create very different household budgets. Shared facilities, building management and maintenance all continue long after the transfer. A property comparison becomes more useful when it includes what ownership is likely to cost each year.
Dubai Land Department’s published guidance directs owners and prospective buyers to the Service Charge Index, using the project name, usage and relevant year. That offers an official starting point for the approved charge. It does not replace a property-specific statement or answer every question about the services included.
The next step is to ask for a clear breakdown. Confirm the basis used for the charge, which common services it covers and which expenses are billed separately. Cooling, utilities, internal repairs and optional services should be checked individually. Assumptions made during a viewing can otherwise become surprises after moving in.
Read the building as well as the bill
Dunes Bureau’s analysis is that a low bill is not automatically the best outcome. A well-maintained building can justify spending that supports reliable equipment and attractive shared spaces. Equally, an expensive facilities package may offer little value to an owner who rarely uses it. The comparison should be between cost and useful service.
Consider the condition of the building alongside its marketing. Ask how maintenance requests are handled, whether planned works have been communicated and how residents receive updates. The age of shared equipment and the management of repairs are relevant to day-to-day comfort, even when they are less visible than a pool or lobby.
For a rented-out home, the same discipline improves the income picture. Headline rent is revenue, not the amount left with the owner. Recurring property costs, periods without a tenant and maintenance can change the result. An example budget should clearly state its assumptions instead of presenting a guaranteed return.
Before a commitment, obtain current documents for the exact property and clarify unresolved charges with the responsible parties. The purpose is a clearer picture of the home, rather than a verdict based on one fee. A manageable annual cost and dependable building services can matter more to long-term satisfaction than a small difference in purchase price.
